Should I Use VPN to Access Library Resources?

No.

The VPN is not needed to get articles and ebooks from the UCSF Library. For remote access to library-licensed content, just enter your MyAccess credentials when prompted or use EZ Proxy bookmarklet.

You may still need VPN for other activities like remotely accessing the HBS timekeeping system, but it will not give you access to library content.
